Proposal for the appropriations of the Prime Minister's Office for 2017

The Government’s proposal for the appropriations of the main title of the Prime Minister’s Office for 2017 is EUR 210.4 million. The draft budget covers, among other things, the operating expenses of the Prime Minister’s Office and the Office of the Chancellor of Justice, the salary expenses of ministers, state secretaries and special advisers, and subsidies to political parties.

The appropriations under the main title of the Prime Minister’s Office are used to support the implementation of the Government Programme. Of the Government Programme’s key projects, the project to encourage a culture of experimentation is the responsibility of the Prime Minister’s Office. In addition, the Government’s linchpin projects on sustainable development and the Government’s foresight activities are being carried out by the Prime Minister’s Office.

Under the draft budget, the operating expenses of the Prime Minister’s Office for 2017 would total EUR 122.5 million, which is EUR 2.6 million lower than the previous year. The decrease is mainly due to savings decisions directed at operating expenditure as well as the impact of the Competitiveness Pact on the level of appropriations. The operating expenditure of the Prime Minister’s Office also includes EUR 4.5 million in funding for the Government’s joint development projects, of which EUR 3.4 million is proposed for the preparation of a common case management system and EUR 1.1 million for the project developing a common electronic desktop in central government. In the development projects, the goal is create new common IT systems in central government and to discontinue ministry-specific systems.

A sum of EUR 5,575,000 is proposed for the salary expenses of ministers, state secretaries and special advisers in 2017.

A sum of EUR 3,467,000 is proposed for the operating expenses of the Office of the Chancellor of Justice.

In accordance with the Government’s policy line, the aim in state ownership policy is to achieve a level of performance that is sustainable from a social and business perspective. The aim in state ownership steering of corporate assets is to be more active in achieving growth in shareholder value and in using value increases to generate business activity of social importance. An appropriation of EUR 5.7 million is proposed for payment of expenses arising from state ownership arrangements, corporate restructuring and the sale of shares, and for expenses related to the sale of state shares and ownership steering activities. A total of EUR 2.11 billion is projected for dividend income and proceeds of the sale of shares.

A sum of EUR 11.4 million is proposed for the item ‘analysis, assessment and research activities’, which is included in the main title of Prime Minister’s Office. Analysis, assessment and research activities strengthen the knowledge base for the decision-making of the Government and its ministries as well as a knowledge-based operating policy and overall strategic vision.

A total of EUR 29.6 million is proposed for subsidies to political parties. Of this appropriation, EUR 2.487 million is intended for the purpose of supporting parties’ political activities and parties’ information and communications activities as well as EUR 0.148 million for the Provincial Government of Åland. Of the appropriation for political parties’ activities, 5% is directed to parties for the support of women’s political activities and 5% to parties for the support of their district organisations.

Finland celebrates the centenary of its independence in 2017. The centenary year programme will be built around the ‘Together’ theme in collaboration with various participants. The aim is to create a centenary year that stimulates people’s interest and involvement, and enhances the common understanding of Finland’s independence as a state and the development of the nation. Implementation and management of the centenary year programme are the responsibility of the project board set up by the Prime Minister’s Office. A sum of EUR 10.1 million is proposed for the implementation of the centenary year programme in 2017.
