Cooperation with administration
The Council of Regulatory Impact Analysis discusses the quality of bill drafting with the meeting of permanent secretaries. The Council consults the meeting of permanent secretaries on key administrative projects and informs the meeting about its observations pertaining to development of legislation. However, the Council selects independently the government proposals subject to closer scrutiny. The objective is that the Council and the ministry work in close collaboration throughout the process.
Government proposals are issued to the Prime Minister's Office in Finnish and concurrently circulated for consultation. At the same time, the ministry announces the public servant responsible for the preparation of the matter, the beginning and end of the consultation period, and the date when the proposal is to be submitted to Parliament.
The relevant ministry will be immediately informed about the Council's decision to take a certain government proposal for consideration and it is requested to provide the Council with an as finalised version as possible of the proposal in question. The government proposal, statements received during the consultation round, and a summary of the statements will be sent to the Government Registry at the Prime Minister’s Office (email@example.com). After the government proposal has been received by the Registry, the Council will have about four weeks for preparing its analysis. The Council will issue its statement after it has been adopted and signed.
