Research group: Monitoring the implementation of fundamental and human rights through human rights indicators

A research group at the University of Tampere has established a set of Finnish human rights indicators to help in outlining an overall picture of fundamental and human rights in Finland. The indicators would serve as an important instrument in identifying structural human rights problems.

According to the group, the results of the work should be taken into account in all bill drafting. The assessment of fundamental and human rights impacts in bill drafing should be strengthened.

Further development of indicators to be continued

The research group recommends that the development of human rights indicators be linked with a concrete and important human rights question. One option could be the creation of a follow-up mechanism for the UN Convention on the Rights of Persons with Disabilities.
Additionally, the research group considers that public registers and official statistics should be improved to better serve in monitoring the position of vulnerable groups of people.

The study in the University of Tampere was carried out as part of the implementation of the Government’s 2015 plan for analysis, assessment and research.
