New procurement notices to be introduced in autumn 2023

The procedure for publishing procurement notices is being reformed and harmonised in the EU. The reform will change national notices and EU notices in the hankintailmoitukset.fi service (HILMA) and in private-sector tendering systems.

Following the reform, it will be possible to publish procurement notices in several languages simultaneously, a new, separate notice will be available for market surveys and the number of free text fields will be reduced in favour of pre-determined options. 

The new procurement notices will be introduced in Finland at the beginning of September. At first, the new notices will be introduced in procurement procedures that exceed the EU thresholds. The new notices will be introduced in national procurement procedures in early 2024. In Finland, procurement notices will continue to be published in HILMA, which is the statutory public procurement notification service owned by the Ministry of Finance. Training events relating to the introduction of the new notices will begin in August 2023. 

Reform promotes the digital transformation of procurement

The new notices will speed up the digital transformation of public procurement throughout the EU and will harmonise the publication of information relating to procurements. The reform will improve the quality of information and increase opportunities for analysis. The reform is based on the European Commission’s eForms implementing regulation. 

Information on the reform and its progress will be published on the HILMA website. Information on the reform and on changes in the HILMA user interface will also be provided in several briefings and training events over the course of this year. 

The HILMA service is being developed as part of the Procurement Finland action plan. Over 30 concrete measures to improve the effectiveness of public procurement have been implemented under the action plan.
