New act to manage EU Home Affairs Funds during 2021–2027 programming period

A new act will be enacted for the management of the European Union’s Home Affairs Funds. The act on the programming period 2021–2027 lays down provisions on managing the programmes under the Funds and on implementing the aid system. On 23 September, the Government submitted to Parliament its proposal for an act on Home Affairs Funds.

The act lays down provisions, for example on the eligibility criteria for costs of projects and operations that receive support.

The proposal aims to simplify the management of the Funds by introducing simplified cost models, among other things. Their objective is to reduce the administrative burden of both aid recipients and the managing authority of the Funds, that is the Ministry of the Interior.

According to the proposal, the duties of the audit authority for the Funds would be transferred to the Ministry of Finance, which is also responsible for the duties of the audit authority for the EU’s regional and structural policy funds.

The draft proposal was prepared by officials of the Ministry of the Interior. Assisting in this work was a working group appointed by the Ministry on 3 June 2019.

Three Funds will be established in the field of home affairs for the programming period 2021–2027: the Asylum, Migration and Integration Fund (AMIF), the Internal Security Fund (ISF), and, as part of the Integrated Border Management Fund, the Instrument for Financial Support for Border Management and Visa Policy (BMVI).
