A comprehensive social security reform to be launched – Pasi Moisio will chair the committee

The comprehensive social security reform included in the Government Programme will begin in spring 2020. A parliamentary committee will be set up to prepare the reform and its term of office will run until spring 2027.

Pasi Moisio has been invited to chair the committee. Pasi Moisio is a Research Professor in social policy at the Finnish Institute for Health and Welfare.

The other members of the new committee will be representing all parliamentary parties and research institutes and organisations. In the next few days, the Ministry of Social Affairs and Health will request these institutes and organisations to appoint members to the committee.

“The objective of the social security reform is to create a clearer and more effective system for people, enabling the reconciliation of work and social security in changing life situations,” says Aino-Kaisa Pekonen, Minister of Social Affairs and Health. When reforming social security, the focus should be on securing social justice and on protecting income security for people who are faced with social risks.”

Pasi Moisio, chair of the committee, believes in the benefits of a long-term comitology procedure: "Complicated systems need to be reformed gradually, understanding the long-term impacts. During our research-based comitology work, we will be able to find solutions by familiarising ourselves with the facts, highlighting different perspectives and discussing conflicts in a constructive manner. The committee's first task is to find a sufficient consensus on the current state of social security and on the problems to be solved. On that basis, a roadmap will be drawn up for the social security reform.”
