National funding for cross-border cooperation in 2018

A total of EUR 161.3 million in EU funding has been reserved for cross border cooperation in 2014–2020. Cross border cooperation (CBC) programmes are part of the EU funding for Finland.

On 27 June 2018, the Finnish Government granted national funding for CBC programmes at Finland’s internal and external borders (Kolarctic, Karelia, South-East Finland–Russia, Nord, Botnia-Atlantica, and Central Baltic). Cross-border cooperation aims to develop and integrate border regions.

More than EUR 21 million to European Neighbourhood Initiative CBC

The Kolarctic, Karelia and South-East Finland–Russia CBC programmes, under the European Neighbourhood Instrument (ENI), are co-funded by the EU and aim to strengthen stability, cohesion and economic progress in the border regions between Finland and Russia. The programmes allocate funding for projects in areas such as business development, environment and transport.

Regional councils, as the managing authorities responsible for the programmes, were granted EUR 21,050,000 as government co-financing share for measures under the programmes.

EUR 2.8 million to programmes under the ETC objective

The Nord, Botnia-Atlantic and Central Baltic CBC programmes, under the European Territorial Cooperation (ETC) objective, are co-funded by the EU and focus primarily on cross-border cooperation that promotes innovation, the competitiveness of small and medium-sized enterprises, environmental protection, and sustainable transport in the relevant border regions.

The Government allocated EUR 2,800,000 million to the regional councils, which will grant funding to projects that implement measures under the programmes.

 “These programmes are important for Finland and for developing the border regions. It is important that they can continue their activities even in the future. For this reason, we have emphasised in the negotiations for the future cohesion policy that it is important to continue these programmes and ensure them sufficient funding,” Minister of Economic Affairs Mika Lintilä says.
