Draft for National Integrated Energy and Climate Plan draft submitted to the Commission

Finland submitted the draft version of its National Energy and Climate Plan (NECP) to the European Commission on 20 December 2018. The Commission monitors the attainment of the EU’s 2030 energy and climate targets with the help of each Member State’s plans.

The EU’s new clean energy package includes a governance regulation under which the Member States must submit their draft plans to the Commission by the end of this year. The Commission will evaluate the Member States’ drafts in the first half of 2019. Plans finalised on the basis of feedback from the Commission must be resubmitted to it by the end of 2019.

The Finnish national plan covers all five dimensions of the EU’s Energy Union: decarbonisation of the economy (including renewable energy), energy efficiency, energy security, the internal energy market and research, innovation and competitiveness.

In its plan, Finland reports its 2030 targets for the five dimensions and policies to achieve these targets.

The draft plan is based on the 2016 national energy and climate strategy and the 2017 medium-term climate plan but also takes into consideration more recent studies on the development of the electricity market, for example. The draft is a collaborative effort by various ministries as part of their official duties.

Long-term strategy for greenhouse gas emission reduction to be submitted to the Commission by 1 January 2020

Another plan required by the EU’s Governance Regulation is the long-term strategy for greenhouse gas emission reduction. The Member States must submit their national plans for 2050 to the Commission by 1 January 2020.

On 28 November, the Commission issued a communication, which outlines a vision for an EU-level long-term strategy for greenhouse gas emissions. The communication expresses a target of EU carbon neutrality by 2050. The first discussions on this matter took place in the Council in the meetings of energy and environmental ministers and the work will continue in the upcoming EU presidencies of Romania and Finland.
